Isn't spam illegal?

Yes and no. It depends where you live. A few states and some countries have enacted laws intended to restrict junk e-mail. Unfortunately, the state laws are not uniform, there is no federal or international law against spam, and what laws that exist are minimally enforced by overtaxed law enforcement authorities. The result is that legal action to date has done virtually nothing to stop junk e-mail.
